SEALED BIDS, in duplicate with one (1) electronic copy, addressed to the City Secretary, will be received at the City of Jersey Village, by mail at 16327 Lakeview Drive, Jersey Village, Texas, 77040-1999, or in the office of the City Secretary at 16327 Lakeview, Jersey Village, Texas, 77040, until 2:00 p.m. on Tuesday, November 6, 2018, and then be publicly opened and read aloud for the furnishing of all necessary materials, machinery, equipment, superintendence and labor, etc., for the City of Jersey Village, Texas Conversion to Chloramine Disinfection for WP No. 1, 2, & 3.

Bids shall be submitted in sealed envelopes upon furnished blank forms of proposal and marked in the upper left hand corner “Bid No. 2018-03 City of Jersey Village, Texas Conversion to Chloramine Disinfection for Water Plants No. 1, 2, & 3 to be opened at 2:00 p.m. on Tuesday, November 6, 2018.”

Each bid must be accompanied by Bid Security made payable to the City of Jersey Village in the amount of ten percent (10%) of the bidder’s maximum bid price and in the form of a certified check, cashier’s check or a Bid Bond issued by a surety meeting the requirements of the Contract Documents.  The bid security of the successful bidder will be retained until such bidder has executed the Agreement, whereupon the bid security will be returned.  If the successful bidder fails to execute and deliver the Agreement within fifteen days after the Notice of Award, Owner may annul the Notice of Award and the bid security of that bidder will be forfeited.  Bid security with bids, which are not competitive, will be returned within ten days after the Bid Opening.  Bids without check or bond will not be considered.

The successful bidder must furnish a performance bond and a payment bond on the forms provided each in the amount of 100% of the Contract price from a surety company licensed by the State of Texas.

Complete sets of the bidding documents are complimentary and may be obtained online on the system.

The right is reserved, as the interest of the Owner may require, to reject any and all bids and to waive any informality in bids received.  In case of lack of clarity in stating prices, the Owner reserves the right to consider the most advantageous construction thereof or reject the bid.

Prospective bidders shall carefully examine the specifications and other documents, visit the site of the Work and fully inform themselves as to all conditions and matters, which can in any way affect the Work or the costs thereof.  Should a bidder find discrepancies in, or omissions from, the plans, specifications or other documents or should he be in doubt as to their meaning, the bidder is hereby obligated to submit a written request online to the system for such information to the Engineer no less than 7 calendar days before the Bid opening date. Written answers to these requests will be given to all bidders as an addendum to the Contract.

A pre-bid meeting will be held by the City of Jersey Village in the Council Meeting Room at 16327 Lakeview, Jersey Village, Texas, 77040, at 2:00 p.m. on Tuesday October 23, 2018. The pre-bid meeting is not mandatory.
